doctor poured thousands into race for A.G. - Back-door Cash Boosted Biggs

Topeka —
In the closing days
of last year's election for attorney general, high-profile abortion doctor
George Tiller, of Wichita, contributed more than $150,000 to try to defeat
Republican Phill Kline, according to campaign finance records.
But the public
knew nothing about it.
The contributions
did not have to be reported until after the election, and even then,
because Tiller's contributions were moved through two political action
committees, it was difficult to determine who was spending what on whom.
In statewide campaigns
like those for attorney general, individuals are limited in Kansas to
contributing $2,000 to a candidate in the primary and $2,000 in the
general election.
But there is no
limit on contributions used for so-called independent expenditures.
Such expenditures advocate for a candidate, but it is done independently
of that candidate's campaign.
And such expenditures
were used to finance a last-minute push on behalf of Kline's opponent.
For example, on
Nov. 1 -- four days before the election to choose between Kline and
Democrat Chris Biggs -- Tiller donated $153,000 to Pro Kan Do, an abortion
rights political action committee controlled by Tiller, according to
campaign finance records.
That same day,
Pro Kan Do turned over $153,000 to a political action committee called
Kansans for Democratic Leadership. And on Nov. 4 and Nov. 5, Kansans
for Democratic Leadership spent $153,000 on pro-Biggs radio ads, according
to the documents.
Carol Williams,
executive director of the Kansas Governmental Ethics Commission and
a longtime political observer, said such an expenditure was significant
in Kansas politics.
"It is a
large sum of money," Williams said. "You just don't very often
see something that is pretty much bankrolled by one force."
And in the context
of Biggs' campaign, the amount was astronomical. In the three months
leading up to Oct. 24, Biggs had spent a total of $133,191 on his campaign.
The last-minute
barrage, however, wasn't quite enough to put Biggs over the top.
A relative political
unknown, the Democrat came within half a percentage point of upsetting
Kline, a vocal opponent of abortion.
And the $153,000
hand-off from Tiller to Pro Kan Do to Kansans for Democratic Leadership
wasn't the only time it happened.
In the one-month
existence of Kansans for Democratic Leadership, it received $265,000.
Of that, $258,000 came from Pro Kan Do, and $6,000 directly from Tiller.
Of the funds that
Kansans for Democratic Leadership spent, the majority went in support
of Biggs' candidacy, though it also spent $93,000 on polling to identify
major issues for voters.
A spokesman for
Tiller and Pro Kan Do could not be reached for comment.
Kline
reacts
In the final week
of the campaign, Kline recalled this week, he heard plenty of evidence
Biggs' supporters had come up with some money.
"I knew there
was an extensive influx of cash somewhere because I heard the radio
ads virtually everywhere I went," Kline said.
They were negative
ads, he said, but didn't mention the abortion issue.
While Kline said
the public had a right to know who was bankrolling campaign ads, he
wasn't critical of Tiller's expenditures against him.
"I don't
have a problem with Tiller's right to do it," Kline said.
In fact, Kline
months earlier was himself a beneficiary of an out-of-state group's
attack ads. Those ads were against David Adkins, a state senator from
Leawood and Kline's opponent in the Republican primary.
In that instance,
the Law Enforcement Alliance of America, based in Falls Church, Va.,
waged a blistering television campaign against Adkins. The group reportedly
was affiliated with the gun rights lobby.
Adkins estimated
the Law Enforcement Alliance spent $250,000 on the ad blitz. And he
said the existence of independent groups entering campaigns "is
why people hate campaign finance."
When Adkins faced
Kline in the primary, Adkins said Tiller's Pro Kan Do PAC put out a
campaign postcard against Kline, but the mailing backfired.
The card said
Kline wanted to go back to the days of "coat hangers," when
women received illegal abortions.
"It was the
most irresponsible political tactic," Adkins said, adding that
it probably cost him the votes of thousands of people disgusted by the
mailing's harsh tone. Adkins said he was so angry at Pro Kan Do he sent
back a $2,000 contribution he received from the PAC.
Not misleading
An official with
Kansans for Democratic Leadership said his group's pro-Biggs radio ads
were not misleading about the source of their funding.
"Clearly,
with an independent expenditure, any group could have done the same
thing," said Chris Gallaway, who at the time was executive director
of the Kansas Democratic Party and treasurer of Kansans for Democratic
Leadership. "Tiller could have called himself ‘Republicans
for Biggs' and done the exact same thing," he said.
While the money
came through Pro Kan Do, Gallaway said it wasn't specifically earmarked
by that group to help Biggs. Tom Sawyer, who was chairman of the Kansas
Democratic Party, said Democrats at the time were trying to raise money
for Biggs, as he was climbing in the polls.
Neither Gallaway
nor Sawyer could say why Pro Kan Do didn't simply do independent campaigning
itself but speculated Pro Kan Do could have been focusing on other political
races.
"We were
trying to raise money for Chris Biggs," Sawyer said. "They
(Pro Kan Do) eventually came through for Chris Biggs, but it wasn't
easy to do. When you're raising money, you talk about what you're raising
money for, what projects. At that point, we were trying to do some last-minute
stuff for Chris Biggs."
The movement of
Tiller's money from one PAC to another was not caught by the media during
the campaign, but was revealed to the Journal-World by Kline's staff
and other supporters. It was faxed to the newspaper on pages that included
the attorney general's letterhead. The Journal-World confirmed the findings
by reviewing campaign finance documents.
Biggs
unaware
Kline said the
original research was done by a supporter.
Earl Glynn, of
Overland Park, earlier this week started e-mailing the information to
various groups and writing letters to newspapers.
"I think
the public should know about things like this," Glynn said of the
$153,000 donation from Tiller. "One individual should not be able
to influence politics without someone in the press" bringing it
to the public's attention.
Cindy Luxem, who
served as a campaign spokeswoman for Biggs during last year's race,
said the Biggs campaign wasn't aware of Kansans for Democratic Leadership,
nor the group's expenditures advocating for Biggs.
Under the law,
groups doing independent expenditures cannot consult with the candidate's
campaign.
Currently, the
last public disclosure comes eight days before the election. The next
report is not filed until about two months after the election.
Williams said
there had been several attempts to change state laws to require more
timely disclosure of campaign contributions as election days approach,
but they have failed.

the largest chain of pornography stores in Wichita: X-citement video.
They have five locations in Wichita, and we will be at all five of them.
We have been witnessing at one store most every Friday and Saturday
evenings for several months now. We have had such an effect on them
that they recently changed all their staff. They moved all of the ones
at the Harry store to another store and replaced them. I also recently
spoke with one of the owners while we were there. Believe it or not,
he says he is a Christian!
We will meet at
Spirit One Christian Center, at 1515 E. Harry St., at 7:30 p.m.; call
303-0095 for more information. We will have extra signs for you to hold,
or you can bring or make you own. Those who want to can speak and witness
to those going in. Those who prefer to hold a sign, praise and worship,
or pray can do that also. We will also have tracts about pornography
available or you can bring your own.
If
possible please bring a video camera and your Bible.
Childcare will
also be available at Spirit One Christian Center. However, if you will
be in need of childcare it is mandatory that you contact Pastor Mark
E. Holick at Spirit One, 303.0095, to let us know so that proper arrangements
and workers can be arranged.

Praise the Lord
for His Mighty Power Shown on July 4th, 2003!
All glory and power
goes to the Name of our Lord and Savior Jesus Christ. We’ve been
praying for a strategy and the Lord has answered our prayers.
On Friday evening
July 4th over 80 people gathered to represent the Lord in a demonstration
against abortion in our city. There was no way anyone could have come
to this event in the center of “beautiful” Wichita and not
be reminded of the blight and curse on our city. The theme was “…justice
for all?” We all wore black shirts with an aborted baby on a flag
and on the back of the shirts the writing said, “Hear no abortion,
see no abortion, speak no abortion, Wichita’s Holocaust.”
In other words the message was, “I don’t want to see abortion,
I don’t want to talk about abortion, and I don’t want to
hear about abortion.” The message came through loud and clear
as thousands passed by and received either a gospel tract or information
about what Christians MUST do about this murder in our city.
It was awesome
to watch those ministering. Their giftings were in full swing. Some
prayed, some spoke and shared their faith, some acted out the mime.
Others held signs and, still, others evangelized. This was truly the
Lord. Many Christians walked by and were encouraging us to keep it up.
Some wanted to know where they could buy a shirt. The opposition was
fierce at Lawrence Dumont Stadium for awhile. A group of young men were
having a get together and decided to oppose the Christian witness. Later,
after delivering many vulgarities, one came back and apologized for
his friends. Another came back and shared that his girlfriend had been
in a crisis pregnancy and decided to keep her baby. Some of our people
are going back to see them on Thursday. Please be in prayer. Watch for
other opportunities to join us. This is only the beginning.

From the heart
of Donna…
Dear Friends of
the Unborn,
As I’ve been
pondering the event we have planned for this Friday. I went back to
the scripture that the Lord had for me. The Lord started impressing
that scripture in my spirit in 1989, it wasn’t until 1991 that
I knew what I was to do. Ezekiel 3:17, “Son of Man, I have made
you a watchman over the house of Israel, so hear the word I speak and
speak it from me. If you do not, I will hold you accountable for the
blood, but if you speak it to them, I will hold them accountable.”
Day after day, week after week, and now year after year, He continually
reminds me of my mission. I’ll be honest with you, many times
I feel stretched, out of my comfort zone, challenged and uncomfortable.
I think,
Lord, do I really
have to do this? Then I remember His words and go. Recently, I’ve
been reading the gospels with a new emphasis. I’m looking for
how many times the Lord rebuked, and question why we hear so little
about this. He’s using, little old ladies, Grandmas, Grandpas,
little boys, and girls, Moms and Dads, you and me, to speak for Him
because many “leaders” have decided it doesn’t sound
very charitable, loving, compassionate or kind. Some believe tolerance
is merciful, but God’s word says differently. He says, we are
to “Act justly, love mercy, and walk humbly with Our Lord.”
If we approach this event in any other manner, we won’t represent
the Lord. We’ve been praying for the spirit of Joshua and Caleb
to fall on this city. I’m praying for each of you to receive the
spirit of Joshua and Caleb this 4th of July and join us at A. Price
Woodard Park between 5-9 p.m to stand in the gap for the children, our
country and our Lord. We will be speaking out for those who have no
voice.
Abortion is a
Gospel Issue and we have 5,000 gospel tracts to be handed out. At 5pm,
everyone will be meeting at the boat where you will be given your shirt
(cost $13.00); assigned to one of 4 groups; given assignment example
sign holder, gospel tract distribution, abortion information distribution,
or possibly one of the people sitting in chairs with hands over ears
and eyes shut (message implied "I don't want to see abortion, I
don't want to talk about abortion, I don't want to hear about abortion)
We really are praying
for about 100 people. Please recruit others to come and speak up for
the sake of Wichita's future.
As I was reading
this morning in the book of Acts, I read that before they stoned Stephen,
he was "speaking" to them. He said, " Ye stiffnecked
and uncircumcised in heart and ears, ye do always resist the Holy Ghost:
as your fathers did, so do ye. Which of the prophets have not your fathers
persecuted? and they have slain them which shewed before of the coming
of the Just One; of whom ye have been now the betrayers and murderers:
Who have received the law by the disposition of angels, and have not
kept it. “ (Acts 7:51-53). Acts 7:54 records the response of those
listening: “When they heard these things, they were cut to the
heart, and they gnashed on him with their teeth.”
The Pharisees were
furious, some might be furious with us; I pray not. However, Stephen
was a man of God. He knew he must tell them "speak" to them,
or the blood would be on his hands. We need men and women of God who
are anointed by the Holy Spirit. We're asking you to fast from tonight
at sunset to tomorrow night at sunset, that we might receive an anointing
to stand boldly for the Lord.

Praise Report
This
past Tuesday afternoon, June 24th, sidewalk counselors were blessed
with several opportunities to speak with people going into Tillers.
It was very exciting! We witnessed one couple that for certain chose
life. There are at least 2 other families who spoke with the sidewalk
counselors and need prayer immediately regarding their decisions. Please
pray that they will not be deceived and that God would grant them understanding
of the devastating consequences of abortion.

Some
thoughts on the recent opinion of Attorney General, Phil Kline
And when
Jehu was come to Jezreel, Jezebel heard of it; and she painted her face,

I praise God for
the opinion given last week by our Attorney General, Phil Kline, requiring
by law all abortion clinics to file reports of criminal sexual abuse
anytime a girl under 16 is pregnant. The law prohibits adults from with
those under 16 because they are legally below the age of consent. The
crime is called statutory rape or aggravated indecent liberties, and
is punishable in the state of Kansas. By law, all medical facilities
and their professional personnel are under obligation to report all
knowledge of such a crime to the local child protective services.
Unfortunately,
in 1992, the preceding Attorney General, Bob Stephen had interpreted
the law of reporting to be only necessary if there was evidence of abuse
or harm done to the child. His position was that pregnancy among children
under 16, is not inherently evidence of injury. Imagine that, the exploitation,
molestation and sexual violation of a child by an adult is not necessarily
harmful to the child and therefore does not always require reporting!
How ridiculous! I am glad he is no longer our Attorney General! The
new Attorney General has identified four different crimes that may apply
in cases of voluntary and involuntary with children, which he says makes
all of those acts sexual abuse.
What has risen
from the past interpretation was the protection of s and sexual predators
by the abortion industry. This problem exists not only in our state
but also throughout our nation. Pregnant children are going into clinics
all over this country, having abortions, and the criminal involved is
not being reported by the clinics to the state for investigation. In
the state of Kansas, there were twice as many abortions performed last
year on girls 14 and under as there were child sexual abuse investigations.
This does not include the 15 years olds that also require reporting.
The vast majority of Planned Parenthood facilities throughout the nation
have been found coaching young women to lie about their age or the age
of their adult partners in order to circumvent the law of reporting.
The result is that the abortion industry is harboring and protecting
child molesters, s and child rapist. This is an outrage! And that is
one of the reasons why our Attorney Generals opinion is so important.
Of course those
that advocate child killing on demand were very unhappy with the opinion.
The paper quoted some as saying the opinion was bizarre
and involves the Attorney Generals personal desire to limit
choices of women. These types of negative responses to the opinion
of a law that rightly interpreted will actually protect women, proves
that women are not the primary concern of the abortion industry. The
primary concern of the abortion industry is the preservation of the
industry itself. This is why appeals to logic, moral decency, and even
common sense concerning the plight of women and children do not work.
Their goal is to preserve the industry, not promote the well being of
women or children. I hope this is obvious to all.
This morning I
was reading the story of Jehu in the Bible. Jehu was a servant of the
Lord called to administer Gods justice by killing a woman named
Jezebel who was responsible for the deaths of many people. When he arrived
at the city of Jezreel where she lived, he found her at the gate of
the city (which always speaks of authority) displaying herself in a
window. She had painted her face, and made herself
beautiful, all right before she was about to die. She also was
mocking God and his servants right up until the end.
It reminds me of
the entire abortion industry who is also responsible for the deaths
of so many innocent people. They know their days are drawing to an end
and yet they still speak at the gates of the cities as if
they had some legitimate moral authority behind what they are saying.
They are still displaying themselves as the great defenders of the rights
of women. Still painting their faces for the public to see
trying to make their depraved and despicable industry appear beautiful.
Still arrogantly mocking God and His servants. And just like Jezebel,
the act and the deception will go on until the end. But there is an
end and I believe it is near. Jehu comes. The cursed women Jezebel is
thrown down and dies and is trode... under
foot and eventually buried.
May God raise up
Governors, Mayors and Attorney Generals all over the country that are
animated with the spirit of Jehu. And when they call out to the people,
Who is on my side? may they hear the voice of the Church
of Jesus Christ. And when they say, throw her down, may
they find like the eunuchs a Church still standing near the problem
ready to throw her to the ground. And let her carcase be as the
dung upon the face of the field forever.

Praise Report
This
past Tuesday afternoon, June 24th, sidewalk counselors were blessed with
several opportunities to speak with people going into Tillers. It
was very exciting! We witnessed one couple that for certain chose life.
There are at least 2 other families who spoke with the sidewalk counselors
and need prayer immediately regarding their decisions. Please pray that
they will not be deceived and that God would grant them understanding
of the devastating consequences of abortion.

Word From Pastor Daniel
Oh,
those heavy matters!
Woe to you,
scribes and Pharisees, hypocrites! For you pay tithe of mint and anise
and cummin, and have omitted the weightier matters of the law,
judgment, mercy, and faith: these you ought to have done, and not to
leave the other undone.
- Matthew 23:23
There was no other
Man that spoke like the Lord Jesus. His words completely clothed those
who knew they were naked, and at the same time stripped those who thought
they were clothed. Even today, this dressing and undressing is characteristic
of His Ministry.
On this occasion,
Jesus tells a group of dressed people that their faith was hypocritical
because in their worship of God, they were consistent and precise in
the small and less important matters, but they neglected the heavier
ones, those things that are most important to God. He tells them the
small matters should be done without disregarding the heavy ones.
He boldly charges
them with neglect, and pronounces their worship hypocritical all because
of those heavy matters. He identifies these matters as justice,
mercy and faith. Justice means the virtue of
giving to everyone what is their due. Mercy is the
immediate regard for the misery that is caused by sin. Faith
is an absolute confidence and trust in God.
He describes their
worship as having no regard for those who were being treated unfairly,
who were not receiving what was rightfully theirs. They had no regard
for those suffering under the pain and consequences of their sins. Their
worship was absent of an active faith in God that could bring about
change, BUT they were steadfast and faithful in mint, anise, and
cummin.
He declares to
them, Woe unto you. Woe is not a pronouncement
of judgment that one makes in the height of anger, it is more an explanation
of grief and deep sadness. The Savior was deeply grieved over worship
that had become consistent and precise in all the small matters and
yet so far removed from that which was really important to God.
With a broken heart,
grieved over their blindness, He tells them, these things you
ought to have done. He tells them if they were truly worshipping
God, they would have done something! There is no way around this statement;
our Lord condemns their worship because of what they did not do
in relation to those heavy matters. The word he used is
done not thought or believe. According
to Jesus, justice and mercy are more than philosophies or ideals; they
are principals of conduct that spring from the true Worship of the Living
God.
Oh, those heavy
matters! How they tend to undress us especially when we thought
ourselves to be so nicely dressed in the mint, anise an in.
Oh, that we might be clothed again with worship that includes those
heavy matters. Our attitude towards heavy matters
is probably a good indicator of the true nature and condition of our
worship. May the Lord re-clothe what His Words have unclothed in all
of our lives. May it never be said again to His people, you ought
to have done these things.
As we all know,
children are being murdered every day in our city. Mothers and fathers
are experiencing great pain and misery because of their sins. They are
being misled, deceived and abused by criminals who have found a safe,
comfortable place in our city. Proceeds from the murder of these children
have helped build and currently operate the Exploration Place,
a museum downtown that was created for the benefit of children. And
finally, after 30 years of political failure, much of the church is
still placing all their hope on a political solution!
With all this in
mind, what are we going to offer the Lord? More mint anise and
cummin? I pray not. May we be found just as faithful in the heavy
matters of our Lord, as we are in the smaller.
Open your
mouth for the dumb (those unable to speak for themselves), for the rights
of all who are left desolate and defenseless; open your mouth, judge
righteously and administer justice for the poor and needy.

Except
we die, for the Glory of God
Verily, verily,
I say unto you, except a corn of wheat fall into the ground and die,
it abideth alone: but if it die, it bringeth forth much fruit. He that
loveth his life shall lose it, and he that hateth his life in this world
shall keep it unto life eternal.
- John 12:24, 25
What sort of sacrifice
is the Lord asking of you? What in your life must die so that fruit
will come forth? As I have been reading in our Bible reading guide,
Ive asked myself these questions. Ive discovered that there
are many things Hes asking of me. What comforts do I think are
required in this world? Am I really so spoiled that I cannot deny myself
to bring forth fruit? Its a cause to ponder, little things, big
things, what can I do today, Lord, to die to myself and my comforts
to bring forth fruit in my relationship with Him, my marriage, my home,
among my children, in my ministry, for you Lord?
This scripture
has allowed me to scrutinize my motivations, my thoughts, my lifestyle,
and this ministry. In context, Jesus was talking to His disciples about
what was going to be required of Him. It was the Passover feast, and
He was trying to prepare them in some way for what was to come.
It was required
of our Lord to die. Its required of us to die. In my marriage,
if I dont die to myself, I cannot expect fruit. I need to guard
my lips and my thoughts; I need to plan ways to honor Bob and put him
before my comforts and me. When I do this, fruit is reaped in our relationship.
Im beginning to look for fruit.
Jesus said in John
12:28-29, 32
Father, glorify
Thy name. Then came there a voice from heaven, saying, I have both glorified
it, and will glorify it again. The people therefore, that stood by,
and heard it, said that it thundered, others said, An angel spake to
Him
(32) And I, if I be lifted up from the earth, will draw all
men unto Me.
This is the fruit
we all should want. When we die to ourselves, to our selfishness, our
comforts, our agendas, the Lord will see and draw men to Himself through
us. Lord, give us your grace to die to ourselves so there will be much
fruit. Im asking for the Lords voice to thunder
in my life, your life, and in this ministry.
Dont let
Satan snatch from us the sacrificial life. Sure, its comfortable
to sleep in on Saturdays. Some others will be at the clinic, and thats
whats important. But for the glory of God and not
just what Hell do for us let us die. As we sacrifice, babies
will be saved, Hell draw men unto Him for salvation, young people
will be watching and begin to live their lives for the Lord, our children
will know they need to go further into the Kingdom as they watch us
die to ourselves.
Is this fruit?
Its the best kind of fruit. Self-gratification is humanism; doing
ministry so well get rewarded is humanism. Let us die to ourselves,
for the GLORY OF GOD.

DISH DINNER WITH FLIP BENHAM AT NEW CANAAN CHURCH MAY 28TH!
Please join us
for a covered dish dinner at New Canaan Church in El Dorado next Wednesday,
May 28th. New Canaan church is located on S Main, 2 blocks south of
Central on Main Street in El Dorado. (Note: It actually says "LEHR'S"
on the building because it was a Lehr's paint store previously.)Charlton
Heston, the President of the National Rifle Association, will address
members and guests at the Wichita Radisson Broadview Hotel. The Radisson
is located at Douglas and Waco Streets in Downtown Wichita.
All you need to
bring is yourself, your family, and your favorite covered dish
or salad. Paper products, desert, and drinks will be provided.
We will start at
5:30 pm and Pastor Flip Benham will be speaking at 7 pm; however dont
hesitate to come on out as soon as you get off work. We probably will
not start eating until about 6 pm.
Last of all, we
will be having a time of prayer for Art and Kathy Morgan as they are
moving to New Jersey very soon. We would like to bless them as much
as they have blessed the city of Wichita.

Dear Brothers and
Sisters in Christ,
It was wonderful
to hear the news from the recent Jericho event. We have been so busy
preparing for our upcoming move to New Jersey that we were not able
to participate. As we leave Wichita, we are experiencing a lot of thoughts,
memories, and emotions. About 20 years ago, I was driving at night on
I-235 on the overpass near West street. As I looked out across the lights
of the whole city, the Lord spoke to my heart, "someday I'm going
to use you to touch this city." That word has always stayed in
my mind, and as I have followed the Lord through the years, I have wondered
what the fulfillment might be. Now that I am leaving, I would have to
say that the most significant thing I have done in the city of Wichita
is through my involvement with all of you in the activities and events
of Operation Save America.
As we pour out
our hearts before the Lord at the gates of hell, we become salt being
poured into the putrid spring of death that has polluted this city.
We speak in faith with Elisha, "This is what the Lord says: 'I
have healed this water. Never again will it cause death or make the
land unproductive.' " (2 Kings 2:21) This very spot of ground will
be a place of memorial, a place of children's laughter, a place of wholesomeness
for the city and region. Because of this healing of the putrid spring,
God will bless the health of our people. He will make wombs fertile
and bring peace, safety, and fidelity to families. Our government will
operate in wisdom and justice, and our economy will prosper.
As you carry on
the work here in Wichita, rest assured that you are touching this city--in
a powerful way that brings eternal consequences. God bless you with
peace and joy as you follow His will and purpose.
